Travel to Federally Sanctioned or Restricted Countries

Travel to certain countries may be prohibited or restricted by federal and/or state law. While export controls apply to all countries, travel to, and other activities with, OFAC-sanctioned countries are prohibited in most cases without a license or authorization. Currently, some of the most comprehensive OFAC controls apply to Cuba, Iran, North Korea, and certain regions of Ukraine. Please reference for the most current and complete list of countries and restrictions subject to federal sanctions. Likewise, most exports to these countries require licenses.

Anyone acting in their capacity as a faculty member, employee, or student, regardless of nationality or passport used, is subject to the OFAC regulations and may require a license from the U.S. government before engaging in certain activities in, or with, comprehensively sanctioned countries. Always consult the Export Control Office before traveling to or engaging with individuals in an embargoed or sanctioned country. 

State of Texas Travel Prohibition on Professional Travel to Foreign Adversary Countries

In addition to federal restrictions on international travel, the state of Texas restricts the travel of state employees to countries deemed foreign adversaries. The foreign-adversary governments identified in the Governor’s Executive Order GA-48 are those listed on the U.S. Department of Commerce’s foreign adversary list under , which currently include the following:

  • The People's Republic of China, including the Hong Kong Special Administrative Region and the Macau Special Administrative Region (China);
  • Republic of Cuba (Cuba);
  • Islamic Republic of Iran (Iran);
  • Democratic People's Republic of Korea (North Korea);
  • Russian Federation (Russia); and
  • Venezuelan politician Nicolás Maduro (Maduro Regime).

personnel are prohibited from traveling for business purposes to any of the countries listed above per the executive order. Personnel may not travel to these countries for professional purposes and may not perform any professional activities related to their System employment while physically located in any of the impacted countries.

State of Texas Requirement for Personal Travel to Foreign Adversary Countries

The EO-GA-48 requires that personnel notify their university of any personal travel to the countries listed above prior to that travel and complete a certification of compliance upon return to the U.S.

To comply with the personal travel requirement, employees must complete the following Pre- and Post-travel forms:

Faculty, staff, student workers and other personnel traveling to countries deemed foreign adversaries may not access any systems and may not perform any work-related activities while physically present in any of these countries. The Export Control Office (exportcontrol@uh.edu) can work with travelers to determine compliance requirements for travel to these countries. Early notification helps facilitate travel objectives.
